7. A carrier who has a contract with an institution to which the Act respecting health services and social services (chapter S-4.2) applies and is already the holder of a bus transport permit or is a school carrier who satisfies the requirements of subparagraph 1 of section 5 shall be exempted from holding a permit for the transport services he provides to beneficiaries under such contract.
